In the beginning, based on the strategic consideration of CERNET development, the former State Education Commission set up a three-level management system which including, CERNET leading group, CERNET management committee and the CERNET expert committee. The leading group is responsible for high-level coordination and guidance, which is composed of leaders of the Ministry of Education of the People’s Republic of China; the management committee is the decision-making body, which is composed of leaders of selected participating universities; the expert committee is the executive group of the project, which is composed of relevant experts from selected universities. This management system has been continued up to now, which made CERNET become a solid and cooperative community among universities, and establishes a foundation for the long-term and stable development of CERNET.

In December 2019, in order to promote the high-quality development of China Education and Research Network (CERNET) in the new era, CERNET leading group and CERNET management committee merged into a new CERNET management committee, which implement management to CERNET on behalf of the Ministry of Education. The director of CERNET Management Committee is the leader of the related department of Ministry of Education, and its members are composed of relevant bureaus and universities. The office of the management committee is located in the Department of science and technology of the Ministry of Education. CERNET Network Center is located at Tsinghua University.
