It implements the 7 × 24-hour operation duty system, and is responsible for the configuration management, fault management, performance management, security management and billing management of the backbone network, including status monitoring, fault handling, performance analysis, security management, etc.

CERNET Emergency Response Group (CCERT) is the general name of CERNET network security emergency response system. It provides rapid response or technical support services to the network security incidents of CERNET and its member units, and also provides consulting services related to security incident response to other network users. CCERT is a public welfare service and research organization under the leadership of CERNET Expert Committee of CERNET. It is the earliest cert organization in China, mainly engaged in the research of network security technology and non-profit network security services.
CERNET implements membership management for educational users and members share the cost, and the costs are unified across the country. Members enjoy unique rights and interests of educational resources and network special services provided by CERNET.
